The Wichita City Council has voted to give final approval to an ordinance that will allow golf carts to be driven on some city streets.
The ordinance was originally approved in January, but it was pulled from final approval so it could be sent to the District Advisory Boards and there was more discussion at a Council workshop. The city also received an advisory opinion from the Kansas Attorney General’s Office that said golf carts could not be operated on city multiuse paths or sidewalks.
The ordinance will allow the operation of golf carts on public streets with a posted speed limit of 30 mph or less. It allows golf carts to cross streets with a posted speed limit of 30 mph or more at controlled intersections, but golf carts may not cross highways. Registration is not required and there is no registration fee.
The ordinance prohibits operation of golf carts on sidewalks, walking trails or bike paths. Drivers have to be at least 16 years of age and golf cart operation will have to comply with general traffic laws including maintaining minimum liability insurance. Except for offenses for no insurance and no driver’s license, penalties are reduced to a fine not to exceed $200, and the penalties are consistent with those established by state law.
The Council voted 6-1 to approve the ordinance, with Council member Becky Tuttle voting no. She felt the ordinance was confusing and muddled and there would be safety concerns from allowing golf carts on streets.
