The Kansas Bureau of Investigation said a former city manager in Liberal has been arrested after an investigation into sex crimes.
The KBI said it was asked to help with an investigation in August when allegations were made against 37-year-old Russell “Rusty” Varnado. The crimes occurred between March and August of this year when Varnado was city manager. He was later fired.
Seward County deputies arrested Varnado on Tuesday on a KBI warrant for rape, sexual battery, and lewd and lascivious conduct. The investigation is continuing.
