Questions raised over lease contract at Wichita park

With a number of questions raised over the terms and lease payments, the Wichita City Council approved a renewal of an agreement for use of the clubhouse at Clapp Memorial Park at Harry and Oliver.

Duck’s Flying Discs is a disc golf pro shop that has been leasing the clubhouse under a pilot program since May, 2021.  The City Council was asked to consider a renewal, but questions were raised by Mayor Lily Wu and Council Member Dalton Glasscock.   They voiced concern that the city did not go out for bids on the use of the clubhouse and that the lease payments did not go up 30 percent each year under the original contract.    Wu said there may be community members who would be interested in the clubhouse considering that the city is planning a $7 million upgrade to the park, including a playground, dog park and parking.

Council Member Brandon Johnson said the park has a great tenant now and the attraction to the park is from disc golf and cross country running activities.  He said the city risks losing that use by going out for bids.   Council Member Mike Hoheisel said Duck’s Flying Discs has maintained the clubhouse and helped with cleanup of the area.

A motion by Hoheisel to renew the contract for up to a year on a month-by-month basis was approved on a 5-2 vote, with Mayor Wu and Glasscock voting no.
